Solicitors
Chapter 75one of the Codified Ordinances of the City of Aurora states that before anyone goes onto private property as a solicitor for the sale of goods, wares, merchandise, printed matter, services, and any person selling or offering services, is required to register and obtain a Vendor Permit (PDF) from the chief of police. The permit fee is $25, payable with cash, check, or money order made payable to City of Aurora.

Persons considered exempt from this requirement, but still asked to register with the department, are individuals who are authorized to solicit on behalf of any educational, charitable, religious, or civic organization. All solicitation shall be done between the hours of 9 a.m. and dark. The penalty for soliciting inside the city limits without a permit is $100. Each day of continued violation constitutes a separate offense.

Ice Cream Vendors
The City of Aurora requires that any person moving from place to place while selling or attempting to sell frozen desserts from a vehicle or container is required to register and obtain a Vendor Permit (PDF) from the chief of police. The annual permit fee is $100.

The application must be accompanied with proof of insurance (with a minimum of 300,000 bodily and property damage coverage) and proof of compliance with all applicable city, state, county, or other government health codes. The fee is payable by cash, check, or money order (made payable to City of Aurora). All vending must be done between the hours of 11 a.m. and 1 half-hour after sunset. Any person found guilty of violating this chapter shall be fined $500 for each offense, with each day of continued violation constituting a separate offense.

Panhandlers
Panhandling is permitted in the City of Aurora during daylight hours only after registering with the Police Department.  There is no fee for the registration.  The registration must be kept in plain view at all times while panhandling.  Panhandling is prohibited within 25 feet of any of the following:
  • Intersections, streets or crosswalks or intersecting streets and crosswalks;
  • Street or driveway entrance to or exit from shopping plazas, shopping districts, commercial or business establishments, churches, public or private schools or libraries;
  • Bus stop;
  • ATM or bank;
  • Sidewalk café or outdoor restaurant
  • Driveway entrance or exit from automobile service stations;
  • Public transportation vehicle/facility; and
  • Any privately owned property where a sign is posted prohibiting panhandling.
