About Our Department 
Under the direction of Robert Paul, Finance Director, the department processes, records, and reports all financial activity of the City of Aurora. This would encompass such areas of responsibility as the preparation and maintenance of the annual budget, monthly financial statement reporting, preparation and filing of all County and State reporting requirements, processing of cash receipts, disbursement of funds to meet the obligations of the City, fixed asset accounting, human resources, payroll and benefits, investments, and insurance.

Your Finance Department has always taken the stance that control of costs is the single most important function of the Department. We have annually demanded that Department Budgets be justified by Directors or Chiefs and challenged strenuously before submission to Council for approval. We furthered this control by requiring that total budget amounts be less than our conservative estimate of income for the year. These procedures have produced a City with a strong financial balance sheet and a fiscally responsive Administration.

City of Aurora receives higher bond rating with Moody's Investors Service:
The City of Aurora has been moved into an Aa1 rating from Aa2 by Moody's Investors Service. This higher bond rating was received after an evaluation of the City in November 2011. The Aa1 rating reflects the City's moderately-sized and affluent tax base, stable financial operations with long-term maintenance of stron General Fund reserves, and moderate direct debt burden. This indicates that the City has very high credit quality with a very strong capacity for timely payment of our financial commitments. This is the second highest rating given by Moody's Investors Services, only Aaa is superior.

Fitch Ratings reaffirms the City of Aurora's AAA rating:
The City of Aurora met with Fitch Ratings in November 2011, seeking to keep a strong bond rating with this organization. Fitch Ratings reaffirmed the City's a AAA rating reflecting the City's high wealth and income levels, strong financial position, management's conservative budgeting practices, management's willingness to reduce expenditures, and modest debt levels with manageable future capital needs. This is the highest rating given by Fitch Ratings reflecting the City's stable outlook.

City of Aurora receives Ohio Auditor of State Award:

The City of Aurora was presented with the Ohio Auditor of State Award from the Office of the Auditor Dave Yost on October 20, 2011. The award states that it is for exemplary financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) for the year 2010. "The citizens you represent are well-served by your effective and accountable financial practices."
